Another White House Reversal, This Time on Turning Over Americans to Russia

On Monday, President Trump praised a proposal from Vladimir Putin as an “incredible offer.” Two days later, his press secretary said Mr. Trump saw it as an “interesting idea.” Then on Thursday, the White House rejected the notion.
